CMRL Recruitment of Managers, DGM and GM


Jobs - Chennai Metro Rail Limited – Deputy General Manager – Notice No.:CMRL/HR/07/2012  - Rail Project – SPV – Permanent Employments

The Government of Tamil Nadu created a Special Purpose Vehicle (SPV) for implementing the Chennai Metro Rail Project. This SPV named as “Chennai Metro Rail Limited (CMRL)” was incorporated on 03-12-2007 under the Companies Act. It has been converted into a Joint Venture of Government of India and Government of Tamil Nadu with equal equity holding. CMRL requires efficient, experienced and  competent officials for the following posts :

1. General Manager  (Operations) – 01 Post

Pay Scale : Rs.51300-73000

Qualification and Experience  : Must be a Graduate Engineer in Electrical Engineering or Electronics or Communication Engineering or a combination of any of these disciplines. Minimum 18 years overall experience in Main Line Railways with atleast 10 years experience in Electrified Sections with Automatic Signalling System .Experience in handling operation in any Metro Railways will be an added advantage.

Must have experience in Operation of EMUs, managing Operation Control Centre (OCC),management of EMU Car Sheds in Main Line Railway Division Or experience in Operation of trains in Automatic Signalling territories with Train Management System in Main Railways. He/She Should have been involved in managing day to day Railway Operations, Monitoring Train Movements, Punctuality, Time Tabling and Crew Management. Should have good knowledge of all Railway Safety Rules, Accident/Disaster Management and Management of Training of Operating Staff.

2. General Manager (Signal & Telecom) – 01 Post

Pay Scale : Rs.51300-73000

Qualification and Experience  : Must be a Graduate Engineer in Electrical Engineering or Electronics or Communication Engineering or a combination of any of these disciplines or Equivalent degree. Minimum 18 years of experience in tendering and contract execution, management, implementing design, installation, testing, commissioning & operation of AFTC based automatic signalling of a big yard (preferably for gauge conversion) is desirable. Experience in tendering and contract management, implementation of design, installation, commissioning of backbone OFC, copper or other cable, SDH & UHF equipments, commissioning of LAN/VAN server, digital/IP exchanges, PA System, Surveillance System will be an added advantage.

3. General Manager (Rolling Stock) – 01 Post

Pay Scale : Rs.51300-73000

Qualification and Experience  : Must be B.E/B.Tech/Post Graduate in Electrical and Electronics Engineering (E.E.E) (OR) Electronics and Communication (ECE). Should have minimum 18 years experience of which 3 years in Executive position (i.e) PB-4 Government Pay scale of 6th Pay Commission or equivalent in private sector. i) Experience in Commissioning, Testing, Preventive and Breakdown maintenance of EMUs. ii) Should have worked in routine maintenance and operation of EMUs, management of EMU Car shed, planning of EMU maintenance schedules, spares planning etc. iii) Knowledge in processing of Approvals from RDSO for speed test and speed certificate trails and contract management and Indian Electricity Rules are essential. iv) Experience in operations & maintenance of Metro or suburban EMU coaches and dealing with International type project management will be preferred.

4. General Manager (Electrical Traction) – 01 Post

Pay Scale : Rs.51300-73000

Qualification and Experience  : Must be B.E/B.Tech/Post Graduate in Electrical and Electronics Engineering (E.E.E)  (OR) Electronics and Communication (ECE). i) Should have minimum 18 years experience of which 3 years in Executive  position (i.e) PB-4 Government Pay scale of 6th Pay Commission or equivalent in private sector ii) Experience in design, erection, testing & commissioning and maintenance of 25kV OHE and traction sub-station equipments. iii)  Should have worked in the field of erection, testing and commissioning of power transformers switch gear and distribution system, SCADA system, maintenance and operation of 25kv OHE traction system, planning of preventive and break-down maintenance.

5. Additional General Manager  (Safety) – 01 Post

Pay Scale : Rs.43200-66000

Qualification and Experience  : He/She must be a PG Diploma in Industrial Safety & Environmental Management or ME in Industrial Safety Engg or BE in Fire and Safety Engineering or BE with advanced Safety Management Diploma or BE/ B.Arch with one year full time advanced safety diploma or BE/B.Tech full time degree with diploma in safety. International qualifications in CSP (Certified Safety Professional), NEBOSH, MISH, MISISO will be an added advantage. i) Should have 17 years experience as Safety Manager in Project / Industry /Consultancy. He should assist the management in execution of following activities Individuals with Railway experience will be preferred. ii) Experience in high level safety inspections: Inspect the workplace for potential hazards, identify potential hazards, assess the risks and report potential hazards. Experience in conduct of accident investigations: respond to and investigate accidents and emergencies is desirable.

6. Deputy General Manager (Operations) – 01 Post

Pay Scale : Rs.32900-58000

Qualification and Experience  : Must be a Graduate Engineer in Electrical Engineering or Electronics or Communication Engineering or a combination of any of these disciplines. Minimum 10 years overall experience in Railway Operation in Electrified Sections with Automatic Signalling System in Main Line Railway Divisions OR experience in handling Operations in any Metro Railway.

Experience in Operation of EMUs, managing operation control centre (OCC), in management of EMU Car Sheds in Main Line Railway Divisions OR experience in Operation of trains in Automatic Signalling Territories with Train Management System in Main Line Railways will be an added advantage. Must have adequate experience in handling / managing works / service contracts.

7. Deputy General Manager (Signal) – 01 Post

Pay Scale : Rs.32900-58000

Qualification and Experience  : Must be a Graduate Engineer in Electrical Engineering or Electronics or Communication Engineering or a combination of any of these disciplines or Equivalent degree .Minimum 10 years of experience in tendering and contract management, implementing design, installation, testing, commissioning, operation of AFTC based automatic signaling, IBS Signalling, Route Relay Interlocking or Electronic Interlocking of a big yard, preferably for gauge conversion. Knowledge of FIDIC contracts would be preferable.

8. Deputy General Manager (Telecom): 01 Post

Pay Scale : Rs.32900-58000

Qualification and Experience  : Must be a Graduate Engineer in Electrical Engineering or Electronics or Communication Engineering or a combination of any of these disciplines or Equivalent degree. Minimum 10 years of experience in Implementation of design, installation, commissioning of backbone OFC, copper or other cable, SDH & UHF equipments, commissioning of LAN/VAN server, digital/IP exchanges, PA System, Surveillance System.

Age Limit : 40 years

9. Deputy General Manager (Civil-UG Construction) – 01 Post

Pay Scale : Rs.32900-58000

Qualification and Experience  : Must be a B.E/B.Tech in Civil Engineering. M.E/M.Tech in Structural Engineering or Construction Management will be preferred. Should have at least 10 years work experience in Railway environment for underground construction activities including deep excavation support systems, design/construction of underground civil structures, underground stations, design/construction of Railway Tunnel for Bored Tunnel, C&C Tunnel and NATM. Working experience in top-down construction methodology in densely populated area and management of contracts relating to the large infrastructure projects will be an added advantage. Should have knowledge & skill in management of FIDIC / International Civil Construction Contracts. Experience in Quality Control & Assurance System in Civil construction, Safety Implementation, Programme Monitoring. IS/International codes for construction of civil underground structures is desirable.

10. Manager (Tracks) – 02 Posts

Pay Scale : Rs.29100-54500

Qualification and Experience  : Must be a B.E/B.Tech (Civil) graduate. Should have 7 years of extensive & diverse experience in major railroad construction maintenance projects with hands on experience in track laying & aligning of rail track, rail jointing, rail fastening and placing of points ,crossing and Management of contracts relating to track infrastructure. Knowledge & skill in management of FIDIC Conditions of contract /International Civil Construction Contracts is desirable.

11. Manager (Signal) – 01 Post

Pay Scale : Rs.29100-54500

Qualification and Experience  : Must be a Graduate Engineer in Electrical Engineering or Electronics or Communication Engineering or a combination of any of these disciplines or Equivalent degree.Minimum 7 years of experience in tendering and contract management, implementing design, installation, testing, commissioning, operation of AFTC based automatic signaling, IBS Signalling, Route Relay Interlocking or Electronic Interlocking of a big yard, preferably for gauge conversion.

12. Manager (Telecom) – 2 Posts

Qualification and Experience  : Must be a Graduate Engineer in Electrical Engineering or Electronics or Communication Engineering or a combination of any of these disciplines or Equivalent degree .Minimum 7 years of experience in tendering and contract management, implementation of design, installation, commissioning of backbone OFC, copper or other cable, SDH & UHF equipments, commissioning of LAN/VAN server, digital/IP exchanges, PA and Surveillance System.

13. Manager (AFC Software): 1 Post

Pay Scale : Rs.29100-54500

Qualification and Experience  : Must be a B.E/B.Tech in Electronics / Electronics Communication / Computer Science or MCA.Minimum 7 years experience .He must have good knowledge of Microsoft environment, knowledge on Oracle 11g or higher, Veritas NBU 7.1, Windows 2008, Server Administration / Windows 7, IBM HALMP, Redhat Enterprise, Linux 5.6 Advance Platform, Network Administration, C + +, C & Web Application.He must have fluency in English and good presentation skills. Out of 7 years experience,3 to 5 years of experience in Embedded Systems, Data Processing, Cross Compilation is essential. He will function as Software System Engineer , incharge of the System support for the Automatic Fare Collection System. He will be responsible for networking of the various components of the AFC System like Central Computer, Station Computers as well as Station Equipment software’s, diagnose abnormal workings of the System and get corrections done through the AFC Vendor, install new software’s into the System as and when required, etc.

14. Deputy Manager (Civil) –  02 Posts

Pay Scale : Rs.24900-50500

Qualification and Experience  : Must be a Graduate in Civil Engineering /Equivalent with 4 years of experience in  Executive Grade. He/She shall possess experience in the field of construction of Bridges, Multi-storeyed buildings with experience in rail based Metro Rail Projects with knowledge of pre-stressed, RCC construction, Pile and open foundations, exposure to Steel fabrications, elevated/underground stations. Should have experience in interfacing with systems like Power, S&T and other ancillaries for integration into the civil structure.

15.  Assistant Manager (Audit) – 01 post

Pay Scale : Rs.20600-46500

Qualification and Experience  : Must be a Graduate with CA (Inter) /ICWA (Inter). Candidates should have worked in  an Internal Audit Department of large Public Sector Undertaking/Corporate sector of repute for minimum of 2 years. Proficiency in use of computer is essential. He /She should have adequate knowledge in the accounting systems and the ICAI standards for Internal Audit

Age Limit : 30 years

Note (For all the above Posts) :  i) Apart from the Basic Pay, DA (IDA Pattern), HRA (30%), Allowances (35%)  and other benefits will also be paid. Age may be relaxed for exceptional candidates. ii) All posts are on permanent basis and confirmation will be based on performance on completion of the prescribed probation period.
